Our legal system, spanning ten planets and billions of citizens, demands a high court with the responsibility to settle disputes from local circuits. Thus, the FOREMOST TRIBUNAL will be the court of final appeal, with binding judgments across the realm.

Additionally, the Foremost Tribunal possesses jurisdiction over cases of foreign security, constitutional interpretation, and other such cases not bound to any single local circuit.

The Tribunal is presided over by a minimum of three judges. Their verdict must be unanimous (if four or fewer judges are present) or a majority (if five or more judges are present). The judge with the longest tenure (in the majority) composes the sentence/opinion.

Judges shall serve on the Tribunal for twenty-standard-year terms. Lower-court judges may nominate themselves when a vacancy opens. With endorsements from fifty of their judicial colleagues, they will be granted a Parliamentary hearing. All candidates who have received at least sixty percent of Parliament’s votes will advance to a public election.

It is our hope that this process will create wise, beneficent legal scholarship and a stable judiciary. If it does not, this article can be amended through the typical procedure.
